Penzi Shikabi is a Lecturer in the Department of Government and Management Studies at the University of Zambia. He has over 10 years of experience in teaching, research and consultancy in the area of public administration, local governance, public sector reforms and political economy. He has consulted with international and local organisations such as USAID, GIZ and Local Government Association of Zambia.

  • 12th September 2023 – Presented a conference background paper on Actualising Decentralisation for Sustainable Development: Harnessing Opportunities and Mitigating Challenges to the 67th LGAZ Annual Conference and 20th AMICALL General Assembly at Avani Victoria Falls Resort, Livingstone.
  • 14th March 2023 – Attended a workshop on Energy Sector Devolution in Zambia organised by Climate Compatible Growth (CCG) project.
  • 26th November, 2020 - Presented a paper on the Role of Traditional Leaders in National Development to the Parliamentary committee on Local Governance and Chiefs Affairs for the Fifth Session of the Twelfth National Assembly
  • 27th August – 1st September 2018 – Attended a work on Modes of Accumulation for Industrialisation: Experiences and Lessons, organised by Nyerere Resource Centre in17th June 2018 – Presented a paper on Multiparty Politics and the Consolidation of Democracy in Zambia at the V-Dem conference held at Protea hotel in Lusaka Dar-es-salaam.
